Who needs to fill out a W-4?+

What changed in the 2020+ Form W-4?+
The IRS removed personal allowances. The new W-4 has 5 steps: identification, multiple jobs, dependents, other adjustments (other income / deductions / extra withholding), and signature. Old pre-2020 W-4s on file remain valid until you submit a new one.
Should I claim "Exempt" on Step 4(c)?+
Only if you meet both prongs of the IRS test under 26 USC §3402(n) and 26 CFR §31.3402(n)-1: (1) you had zero federal income tax liability last year (Form 1040 line 24 = $0 after credits), AND (2) you reasonably expect zero federal income tax liability this year. Common qualifiers: full-time students earning under the standard deduction ($14,600 single in 2025), retirees living entirely on Social Security below the IRC §86 thresholds. Misusing "Exempt" triggers an IRS Lock-in letter (CP2100/CP2100A or Letter 2800C) ordering your employer to withhold at single + 0 dependents regardless of what you submit, and the underpayment penalty under IRC §6654 stacks on top. The Lock-in letter stays in force for 12+ months and you cannot override it without IRS approval. When in doubt, leave Step 4(c) blank — the W-4 defaults to standard withholding for your filing status, which TurboTax's W-4 wizard and Fidelity's W-4 guide also recommend.
How do I avoid a tax bill in April?+
