Who has to fill out a W-9?+

What is the difference between SSN, EIN and ITIN?+
SSN — for individuals and sole proprietors. EIN — for corporations, partnerships, and LLCs treated as corporations. ITIN — for non-resident aliens who cannot get an SSN. The W-9 accepts whichever applies; only one box is checked.
Do I need to send the W-9 to the IRS?+
